The system of local governments financing, which is used in Estonia based on personal income tax and supports paid by the state. A that kind creates enormous inequality between governments. continuing decrease taxes increase tax-free minimum arises role state supports. Central government reduced essentially part assigned for 2007–2010. That’s why municipalities met a difficult economic situation. greatest costs education. Government has taken course to abolishing rural schools. As analyses demonstrate schools are source incomes municipalities. Therefore abolishment would made financial situation worse even more. special method wasn’t created analysis. classical means – tables, indexes marginal were used.
